This would act in a similar way to a Driving License with people having to demonstrate that they are worthy of dog ownership (understanding the fundamentals about dog handling and welfare) but would also provide an ongoing central register of all dog owners.</div><div><br></div><div>There will be a &pound;10 charge for registering.</div><div><br></div><div>The Sun and Daily Mail have collected 1,000,000 signatures suggesting that something needs to be done about problem dogs.</div><div><br></div><div><b>Behavioural Change Objectives</b></div><div><br></div><div>1.
