I'd like the membership to include an RFID/bluetooth tag which is visible on the animals collar but can be read by a mobile phone - (so you don't have to collar the said animal). the idea is that if the owner is walking the animal then it is the equivalent of the Am I driving responsibly campaign? If the owner or animal is a nuisance you can take the reg number and SMS it through. Likewise if the animal is straying - you can read the ID and forward a report of the location. That way owners can fund the scheme to show they are responsible - and the community can help to police it.
