The Dog Owners' Register

Note: this is an entirely fictitious brief.

Background

The govt is coming under increasingpressureto act on the issue of irresponsible dog ownership.

Dog Owners Register

The generally accepted principle amongst animal welfare organisations is that the fault lies not with the animal but with the human owner.

The secretary of state is keen to explore the viability of introducing a "Dog Owners' Register". This would act in a similar way to a Driving License with people having to demonstrate that they are worthy of dog ownership (understanding the fundamentals about dog handling and welfare) but would also provide an ongoing central register of all dog owners.

There will be a £10 charge for registering.

The Sun and Daily Mail have collected 1,000,000 signatures suggesting that something needs to be done about problem dogs.

Behavioural Change Objectives

1. To ensure all dog owners are aware and comply by joining the Dog Owners' Register
2. To encourage Dog Owners to become more knowledgeable and responsible for dog care and handling.
